Modernization of energy system in the “A” buildings of the National Library at al. Niepodległości 213 in Warsaw

The main building of the National Library is meant to be a place inviting to visit, inspiring and meeting the expectations of the modern world. To reflect all these, it should be environment friendly, too. That is why the project of modernization of the energy system has been created. Within the project, several actions related to insulation, ventilation and lighting systems will be carried out and thanks to that the consumption of energy in the Library facilities will decrease while the amount of pollution emitted to the atmosphere will become lower.

It will result in better quality of ambient air, consequently, better conditions of using the Library infrastructure by the visitors as well as employees. In the long run, the aesthetics of the surroundings will improve and the environmental conditions will be better for the health of the local community.

The estimated total cost of the project is 16 550 418,22 zł, while the subsidy of the European Union Funds is assumed in the amount of 9 453 261,85 zł.

Work progress (as of  November 2019)

Power substations have been installed.

New distributors and technical heat pipes have been  installed. New system components are being flushed and prepared for commissioning.

Progress (September 2019)

The main ventilation ducts were built in, the installation of the ventilation system in the general reading room and special reading room is in progress.

New electrical switchboards were installed. 

Pressure tests of the heating system are in progress.

Progress (July/August 2019)

Work on insulation and insulation of the roof is progressing. A part of the surface is covered with a layer of thermal and moisture insulation.

Some of the fan rooms have already been cleaned, refreshed and prepared for the delivery of equipment..

Elements of the ventilation system have been installed in the general and specialized reading room.

Immediately after signing the contract for insulation and roofing of the flat roof over the modernized reading rooms, the contractor commenced work. The old roof covering with the insulation layer is disassembled in stages.

After the substrate has been prepared, a new layer of waterproofing and thermal insulation has been laid.

Work continued on the replacement of power supply systems for the ventilation system devices and on the preparation of rooms for the needs of air handling units.

Modernization of the energy system – signing a contract for insulation and roofing, as well as delivery and installation of photovoltaic panels.

On April 24, 2019, at the headquarters of the National Library, a contract was signed for insulating the flat roof unventilated by the insulation and leveling layer, covering the roof with thermo-weldable roofing paper, as well as delivery and installation of photovoltaic panels. The task will be implemented as part of the Project Modernization of energy systemn in buildings A of the National Library at al. Niepodległości 213 in Warsaw.
When signing the agreement the National Library was represented by Grażyna Spiechowicz-Kristensen, deputy director of the National Library, and on behalf of the contractor, Eurobudowa Sp.z o.o., the agreement was signed by Mr. Janusz Kiełczykowski – Plenipotentiary of the Management Board.

The contract will be implemented in two stages, and the completion of all work is planned for the 2nd half of 2020.

 

Progress of works (as of April 2019)

Continuation of works related to the modernization of ventilation systems.
Ventilation centrals and ducts are systematically dismantled. The fan rooms are cleaned and prepared
for the assembly of new devices. The units to ensure appropriate conditions for all library collections
remain in continuous operation. Their disassembly will take place only when it is possible to quickly
switch rooms with collections to the new system.
A partial replacement of the installation supplying the ventilation system devices was made.

 

The contract for the modernization of the reading room signed

On  9 of August  2018 at the National Library, a contract was signed for the implementation of works under the task "Execution of construction and installation works in the buildings  "A" of the National Library located at Niepodległości 213  in Warsaw" in the scope of the modernization of the reading rooms and public spaces including patio construction and equipment delivery under the project "New Library of Commonwealth – Modernization of reading and public spaces of the National Library in Warsaw".


The first stage of works will be carried out under the following task: "Modernization of the mechanical ventilation installation – assembly of mechanical supply and exhaust ventilation with recuperation". The following new systems will be installed: mechanical supply and exhaust ventilation with heat recovery (recuperation), as well as heating and air-conditioning, along with the necessary electrical and teletechnical infrastructure.


The Warsaw-based company, Prochem S.A., was selected as modernization contractor by tender.


The contract was signed by Mrs Grażyna Spiechowicz-Kristensen, deputy director of the National Library and Mr Jarosław Stępniewski, President of the Management Board of Prochem S.A. in the presence of representatives of the National Library, including the Director of the National Library, dr Tomasz Makowski, as well as representatives of the contractor and the designing firm Konior Studio.

The completion of the works is expected in August 2020.

Another contract signed

On April 26, 2018, as part of the project "Energy modernization in buildings" A "of the National Library at al. Niepodległości 213 in Warsaw "another contract for the execution of construction works has been signed.

The aim of these works is to insulate and cover the roof and also to supply and assembly the photovoltaic panels which are changing the sun light into electricity.

According to the agreement, the works are to be completed at the end of August 2019.

Increased funding for the project „Modernization of Energy in buildings „A” of the National Library at al. Niepodległości 213 in Warsaw”

October 2017

On the 6th of October Mrs Grażyna Spiechowicz-Kristensen, Deputy Director of the National Library and Artur Szymon Michalski, Vice-President of the Management Board of the National Fund for Environmental Protection and Water Management signed an annex to the contract for co-financing of the project "Modernization of energy in buildings “A” at al. Niepodległości 213 in Warsaw ".
According to the annex, the total cost of the project will amount to PLN 12.55 million, while the subsidy from the European Funds will increase to PLN 6.2 million.

Signed contract with the contractor for the modernization of the lighting installation

July 2017 

On July 26, 2017, the first agreement was signed within the project : "Modernization of energy in the "A" buildings of the National Library at al. Niepodległości 213 in Warsaw ", which was co-financed by Operational Programme Infrastructure and Environment 2014–2020.

The scope of work includes the replacement of the lighting installation in the toilets of the buildings "A" with the replacement of luminaires for energy-saving LED light sources as well as directional and emergency lighting.
In addition, the "A" buildings will have the lighting control system for intelligent energy management.
As part of the installation of the system, modern devices for optimizing electricity consumption will be used, such as: light sensors (switching off lighting with attainable levels of natural light), light sensors with motion and presence sensors, data transmitters, control panels, etc.

The use of the system will reduce the consumption of electricity.

The grant agreement for the project has been concluded between the National Library and the National Fund for Environmental Protection and Water Management.

Thanks to the subsidy it’s beneficiary will conduct the construction works due to modernize the system of ventilation. The main goal of the project is to reduce emissions and increase energy efficiency by using renewable energy sources.

These actions support the idea of protection of the environment  by implementing the energy efficient solutions and smart energy management in public infrastructure. The actions will also result in reducing greenhouse gas emissions.

The project will be implemented within the frames of action 1.3.1 of priority axis I Low-emission economy of the Operational Programme Infrastructure and Environment 2014–2020.

The agreement has been signed by Grażyna Spiechowicz-Kristensen,  Deputy Director of the National Library and  Artur Szymon Michalski, Vice-president of the Management Board.
